Voting as a person without a fixed residence

If you wish to participate in elections and votes as a person without a permanent residence, you must register your name in the electoral register or the voting register.

Detailed description

As a person without a permanent residence, you can participate in elections and votes. However, you must first apply to be included in the electoral register or voting register.

 

Information

Prerequisites

You can register your name in the electoral register or voting register if you meet the following requirements on the respective election and voting dates and are usually resident in Hamburg:

  • European elections
    • You are a German citizen or a citizen of another Member State of the European Union
    • You are at least 16 years old
    • You have been habitually resident in Germany or another EU Member State for at least 3 months
    • They were not deprived of their right to vote by a court ruling
  • Federal election
    • You have German citizenship
    • You are at least 18 years old
    • You have been habitually resident in Germany for at least 3 months
    • They were not deprived of their right to vote by a court ruling
  • Citizens' elections and referendums
    • You have German citizenship
    • You are at least 16 years old
    • You have been habitually resident in Hamburg for at least 3 months
    • They were not deprived of their right to vote by a court ruling
  • District assembly election
    • You are a German citizen or a citizen of another Member State of the European Union
    • You are at least 16 years old
    • You have been habitually resident in Hamburg for at least 3 months
    • They were not deprived of their right to vote by a court ruling

Documents required

Completed and signed application forms are available from district election or voting offices and, in good time before the election or vote, also from public assistance and overnight accommodation facilities and residential accommodations.

Deadlines

You can register your name in the electoral register or voting register from the day the polling station or voting office opens until 3:00 p.m. on election day/voting day.

Procedure

  • You submit a written application to the election or voting office responsible for you at the district office of the district in which you have your habitual residence.
  • The electoral or voting office usually decides on your application immediately and enters you in the electoral or voting register.
  • You can vote directly at the polling station or voting office by mail or in person at your local polling station or voting office on election or voting Sunday.
  • If your application is rejected, you will receive a rejection notice from the election or voting office.
