Detailed description

If you are of legal age, you need an identity card or passport in Germany.


Under certain circumstances, you may be exempt from the ID requirement if you are unable to apply for or use an ID card.


You can apply for exemption as a guardian, on behalf of someone else, or as an authorized person if the person concerned cannot do so themselves.


The exemption is intended to make life easier for those affected, for example, those who are seriously ill or in need of care.

 

Information

Prerequisites

The exact requirements vary depending on your individual case. The following conditions may lead to an exemption:

  • You or the person concerned are likely to be permanently accommodated in a hospital, nursing home or similar facility.
  • You or the person affected cannot move around in public alone due to a permanent disability.

Other conditions may also lead to an exemption. Further information is available from the relevant authority.

Documents required

  • all identification documents (identity card, passport) of the person concerned
  • Medical certificate confirming the illness or disability, which shows that the affected person can no longer participate in public life alone
  • If you are caring for the person concerned, in addition: your identity card or passport and your carer ID card
  • If you have been authorized by the person concerned, in addition: your identity card or passport and the power of attorney

Please note

The confirmation of exemption from the ID requirement does not serve as a substitute for an ID card or passport. The person concerned cannot use it, for example, as a document for travel abroad.

  • You apply for exemption personally to the responsible authority as a carer or authorized person.
  • You will need to contact the relevant authority and submit the necessary documents.
  • You will receive confirmation of the exemption from the identification requirement for the person concerned.

Due to contact restrictions and distance rules, this service is currently only offered in writing. Please contact your Hamburg service via email.

Mon-Fri 7am-7pm, visits are only possible by appointment. You can book an appointment online (https://www.ºÚÁÏÀÏ˾»ú/go/17584) or by phone at 040 115.

If you would like to apply for an identity card, passport or children's passport, you can use an existing self-recording terminal (Speed Capture Terminal) to capture the necessary biometric data (digital photo, signature, fingerprints).


Please allow a few minutes more time before your appointment to collect your data.


Note: You will not receive a printout of the digital photo.


There is no need to bring a passport photo with you when using the self-registration terminal.


Use costs 6 euros.


Please speak to the clerk afterwards.


Danger!


The existing self-recording terminal (Speed Capture Terminal) cannot be used for fishing licenses and driver's license applications. Please bring a passport photo (biometric) with you for these services.
