Apply for traffic noise compensation for noise protection measures

You can apply for financial compensation for noise protection measures taken on public roads and railways.

Detailed description

Noise from road or rail traffic can be very stressful over time – especially in living rooms or bedrooms. If your house or apartment is located near a particularly noisy highway, country road, or railway line, you can use passive sound insulation under certain conditions.



Passive sound insulation is used when active measures such as noise barriers have not been built or are insufficient. It involves structural changes that noticeably reduce noise in indoor spaces.



Rooms in which you spend time regularly require protection, such as living rooms and bedrooms. Rooms such as hallways, bathrooms, or stairwells are not included.



Typical passive sound insulation measures are:

  • the installation of soundproof windows
  • Improvements to doors, roller shutter boxes, walls or roofs
  • the installation of soundproof ventilation systems in bedrooms
  • Measures in outdoor living areas (e.g. on terraces)

If you have such procedures performed, the costs may be fully or partially covered under certain conditions. Whether and to what extent reimbursement is possible depends on various factors.

Information

Prerequisites

  • You are the owner of the affected structure (for example a house or apartment).
    • You only have a claim as a landowner, leaseholder and apartment owner.
  • The structure is located on a newly constructed or significantly modified public road or railway line.
  • The calculated noise level at your building exceeds the legally specified emission limits.
  • The affected rooms are living rooms or bedrooms (for example, not hallways, stairwells or bathrooms).

Documents required

You can obtain an application form and a leaflet on the reimbursement process from the responsible authority.



The following documents are usually required to process your application:

  • Building permit and proof of year of construction
  • Floor plans of the affected building
  • Information on the use of the affected rooms (e.g. living rooms or bedrooms)
  • Information on room heights
  • Information on wall construction
  • Window dimensions and year of window installation
  • if necessary, further information on the roof structure and the outdoor living area (e.g. terrace or balcony)

Please note

With voluntary noise abatement, you as the owner bear 25% of the costs for passive noise protection yourself.



You can only be reimbursed for the costs of sound and thermal insulation measures. You will have to bear the costs of repairing other structural damage, such as damage to the roof structure, which only becomes apparent upon opening the door.

Deadlines

You need confirmation of reimbursement before you commission the renovation work.

Procedure

  • As the owner, you submit the application with all necessary documents to the responsible authority.
  • The responsible authority checks whether there is a claim (for example based on the noise technical study (LTU) and the building permit).
  • If you are eligible, an on-site appointment will take place.
    • You provide relevant construction documents (e.g. floor plans, window data).
  • Based on the assessment level, the responsible authority checks whether limit values are exceeded.
    • If so, you will receive an overview of the necessary soundproofing measures (e.g. windows, ventilation, roof, outdoor areas).
  • You must have at least two cost estimates prepared for the recommended measures and submit them to the responsible authority.
  • The responsible authority checks the cost estimates.
  • You will receive a notification with the eligible measures and the possible reimbursement amount.
  • You commission a specialist company to carry out the measures.
  • After completion of the work, submit the original invoice.
  • The responsible authority checks the implementation.
  • You will receive the refund amount.

Processing time

If all required documents are complete, processing will take at least 3 months.

Fees

This service is free of charge. There are no fees for submitting the application or processing it.
