Official emission control ensures that people, the environment, and living spaces are protected from harmful effects. Such effects can arise from businesses, technical installations, or other sources – for example, in the form of noise, air pollution, vibrations, or disturbing light.
The responsible authorities monitor compliance with legal regulations and ensure that impacts on residents and the environment are limited to a permissible level.
If you want to operate a facility that has potentially harmful environmental impacts, you may need a permit under the Federal Immission Control Act (BImSchG). The authorities conduct permitting procedures for this and review the environmental impact of the planned facility as part of the application process. In Hamburg, the Authority for the Environment, Climate, Energy and Agriculture (BUKEA) is responsible for these permitting procedures.
Other tasks of emission control include:
- regular checks and inspections of installations subject to authorisation and those not subject to authorisation,
- the arrangement and implementation of technical measurements,
- the preparation of reports on emissions and immissions,
- the processing of complaints from affected citizens and
- cooperation with recognized experts, specialist authorities, environmental organizations and the public.
