Vehicle registration, apply for registration for imported vehicles from abroad

If you are importing a vehicle from abroad and do not yet have German vehicle documents (registration certificate parts I and II), you must apply for registration.

Detailed description

If you are importing a vehicle from abroad and do not yet have German vehicle documents (registration certificate parts I and II), you must apply for registration.


You will then also receive a license plate for your vehicle.


After registration, you are allowed to drive your vehicle on the road as soon as the license plates are attached to the car.


In addition, the tax and insurance obligations for the vehicle begin and you, as the owner, must pay the vehicle taxes and vehicle insurance.

 

Information

Prerequisites

  • You have imported a vehicle from abroad.
  • For private individuals: The registered residence is in Hamburg
    For companies: The registered office or place of establishment of the company or trader is Hamburg
  • The vehicle must comply with the construction and operating regulations of the Road Traffic Licensing Regulations (StVZO).

Documents required

New vehicles

The following documents must be submitted for admission:

  • a valid identity card or an electronic residence permit (eAT) or passport with a current confirmation of registration
  • the EEC Certificate of Conformity (CoC document) from the manufacturer, the manufacturer's data confirmation or an expert opinion according to Section 13 EG-FGV (EC Vehicle Approval Regulation)
  • a declaration from the seller that no registration certificate has yet been issued or the foreign registration documents in the original
  • Authority to dispose, for example the original purchase contract
  • the electronic insurance confirmation as an eVB code (available from the car insurance company)
  • a declaration of consent from all legal guardians in the case of persons who are not fully legally competent
  • an original SEPA combined mandate for the collection of vehicle tax by direct debit (form can be found under Services and Links)
    If the tax is not to be paid by the owner himself but by a so-called third party willing to pay, a copy of the third party's ID card must be presented.
  • if necessary, a clearance certificate from customs (if outside the EU)
  • the appointment confirmation

Additionally, if an authorized representative submits the application:

  • the legibly completed power of attorney in the original with the legible color copy of the principal's ID card
  • the authorized representative's ID card in the original

Companies or associations must also submit the following documents:

  • a company/association certificate (for example, a commercial register extract or an association register extract)

Additionally, if an authorized representative submits the application:

  • the legibly completed power of attorney in the original with the legible color copy of the authorized representative’s ID card
  • the authorized representative's ID card in the original

Used vehicles

The following documents must be submitted for admission:

  • a valid identity card or passport with current registration confirmation of the vehicle owner
  • the EEC Certificate of Conformity (CoC certificate) from the manufacturer, the data confirmation from the manufacturer or an expert opinion according to § 21 StVZO (Road Traffic Licensing Regulations)
  • the original vehicle documents from abroad (including official translation if necessary)
  • the foreign license plates, provided the vehicle is still registered
  • the electronic insurance confirmation as an eVB code (available from the car insurance company)
  • a declaration of consent from all legal guardians in the case of persons who are not fully legally competent
  • proof of a valid general inspection (TÜV; if the vehicle is older than three years)
  • an original SEPA combined mandate for the collection of vehicle tax by direct debit (form can be found under Services and Links)
    If the tax is not to be paid by the owner himself but by a so-called willing third party, a copy of the paying third party's identity card must be presented.
  • if necessary, a clearance certificate from customs (if outside the EU)
  • an authorization to dispose of property (e.g. purchase contract, certificate of inheritance, donation contract) in the original
  • the appointment confirmation

Additionally, if an authorized representative submits the application:

  • the legibly completed power of attorney in the original with the legible color copy of the principal's ID card
  • the authorized representative's ID card in the original

Companies or associations must also submit the following documents:

  • a company/association certificate (for example, a commercial register extract or an association register extract)

Additionally, if an authorized representative submits the application:

  • the legibly completed power of attorney in the original with the legible color copy of the authorized representative’s ID card
  • the authorized representative's ID card in the original

Please note

The foreign license plates and registration documents will be confiscated during registration in Hamburg. You will receive a certificate of this.


If possible, you should deregister the vehicle in the country of origin yourself.

The LBV reserves the right to verify your identity in individual cases. You may be required to present your vehicle for this purpose.
If the holder and owner of the vehicle are not the same (e.g. in the case of leased vehicles), the LBV must be informed of who the vehicle is to be registered to.

Registration without existing vehicle documents:
If you purchase a vehicle abroad without registration documents, you must obtain confirmation from the last registration authority abroad, stating the vehicle identification number (VIN), that there are no negative findings regarding the vehicle, that no new documents can be issued there, and that there are no concerns about registration in Germany. Otherwise, the vehicle will not be eligible for registration.

  • Follow the steps to reserve an appointment.
  • You will receive an email. Confirm your reserved appointment using the link in the email.
  • You will receive an appointment confirmation. Please bring it with you to your appointment.

Deadlines

Vehicle registration must be completed immediately.

Procedure

  • Book an appointment online.
  • Bring all necessary documents with you.
  • Your request will be processed on site.
  • Documents and signs will be given to you.
  • Your vehicle is registered.

Fees

Registration costs between EUR 26.30 and EUR 60.00.


The exact amount can only be determined on-site based on the complete documentation. The fee amount is based on the Fee Schedule for Measures in Road Traffic (GebOSt).
