Replace registration certificate Part I (vehicle registration document) after damage, theft or loss

Detailed description

The vehicle registration certificate Part I (vehicle registration document) serves as proof of your vehicle's registration. You must apply for a replacement document from:

  • Loss,
  • Theft or
  • damage
 

Information

Prerequisites

  • The previous registration certificate Part I has been lost, stolen or damaged.
  • If the vehicle in question is still registered, it must have a valid general inspection (HU).
    (If the general inspection report is no longer available, a duplicate copy of the report can be issued by the inspection organization to which the vehicle was presented.)

A replacement document can also be issued for vehicles that are not registered in Hamburg.

Documents required

  • valid identity card, electronic residence permit (eAT) or passport with current confirmation of registration
  • Registration certificate Part II (vehicle registration document), if still available
  • Proof of a valid general inspection (HU) for vehicles older than 3 years
  • Appointment confirmation

In addition, you will need the following documents, depending on your specific request:

  • In case of theft:
    • Police report of theft or
    • Affidavit (this can also be taken on site at your appointment at the LBV)
    • If the vehicle owner was not himself stolen: an informal declaration of transfer from the owner confirming that the document was handed over to the person who was stolen from before the theft
  • In case of loss:
    • Affidavit (this can also be taken on site at your appointment at the LBV)
    • If the vehicle owner has not lost the document himself: an informal declaration of surrender from the owner confirming that the document was handed over to the loser before the loss, as well as an affidavit from the loser
  • In case of damage:
    • damaged document or
    • Affidavit if the document has become illegible (this can also be taken on site at your appointment at the LBV)

Companies and associations must also submit:

  • a company/association certificate with a Hamburg address (e.g. a commercial register extract or an association register extract)

If an authorized person submits the application on your behalf, in addition:

  • Original power of attorney with a color copy of the ID card of the principal or authorized representative
  • Original ID of the authorized person
  • Note: An affidavit can only be made in person and not by proxy.

Please note

If your registration certificate, Part I, has been stolen, you must first report it to the police to receive a theft report. If you lose your registration certificate, Part I, or it has been damaged, you must personally provide a sworn statement. This can be done at your appointment at the LBV (Local Vehicle Registration Office) or in advance with a notary. A fee applies.

Deadlines

A replacement document must be requested as soon as possible.

Procedure

  • You book an appointment online.
    • On our website for booking appointments, select the category "Vehicle registration"
    • Book the appointment "Application for new vehicle documents after theft or loss"
    • You will receive an email. Confirm your reservation using the link in the email.
  • Please bring all necessary documents and the appointment confirmation with you to your appointment at the LBV.
  • Scan the QR code on your appointment confirmation using the scanner on site.
  • Take a seat in the waiting area. You will be called by your call number.
  • Your request is being processed.
  • You will receive your new registration certificate Part I directly at your on-site appointment.

Processing time

Your request will be processed immediately once all documents are complete.

Fees

Issuing a replacement document costs between €10.20 and €50.00. A statutory declaration of €30.70 may be added to this fee. The exact fee can only be determined after all documents have been submitted on-site. The fee is based on the German Fee Schedule for Measures in Road Traffic (GebOSt).
